The Richmond-Upper Clarence Regional Library was established in 1978 and incorporates and provides services for the community of the Richmond Valley Council and Kyogle Council.

The region covers an area of 9,824 square kilometres and serves a population of 32,000 people. The Regional Library with a book stock of 57,000 has 4 branches at Casino, Kyogle, Evans Head and Coraki as well as a mobile library service.

The library, its branches and the mobile library are financed by Richmond Valley Council, Kyogle Council and State Government subsidies.

The Regional Library has an ongoing commitment to provide high quality services to the communities of the region.
